The city of Pera said Flower Passage is a shopping mall built by a French architect in 1871 and which the recipient was a banker. The passage leads to the fish market from the main street of Pera. After the Russian Revolution of 1917 immigrants were selling flowers hence the name given to the place. Today, the restaurants and bars have replaced the shops.
